Here is what is happening: Facebook has changed how they define page permissions for pages with less than 2,000 fans due to some folks using Facebook tabs for spamming purposes.
We have reached out to Facebook and created different solutions to provide the extra layer of security Facebook desires, but Facebook has kept this 2,000 fan or more requirement in place.
